Frequency of Free Credit Reports

Is there any stipulation saying that you can not look at your credit report more often then once a month? I have often heard that anytime someone looks at your credit numbers that your numbers are actually adversely affected. Anytime there is an inquiry the reporting agencies take that as action on your credit. Is that true? I would love to manage my account more closely on one of those sites that offer a free credit card report but I want to make sure that when I look at it the reporting agency does not hold that against me or my score.
