Never Enough Portable Restrooms

Why is it that there are never enough portable restrooms? I remember attending a Catholic retreat for teenagers one hot summer day in June. Actually it was a weekend event. There were a few hundred people in attendance, and we (the adult youth group leaders) were extremely thrilled by the outstanding response. That is, until, it came time to use the restroom. There was an entire line of blue portable restrooms, and yet there still were not enough. You had to wait in line for quite some time before one became available. Why does this seem to be a problem no matter what event you are attending?
