Friend Scared to Leave Home

I am really concerned about the legality of these phone number scan websites that give your personal information to anyone who pays to join. I understand that there may be very good reasons why they are necessary, but there are a lot of sinister reasons people use them as well. For instance, my friend met this man at a bookstore when they were buying the same book at checkout. They chatted briefly, and then he was suddenly everywhere she went. He then started calling her, even though she never gave him her number. He used one of these sites to somehow find her, and now she is scared to go anywhere.
